Rockstar was asked this question on their Q&A topic.
Q: "In GTAIV, there's a wall that contains the names of previous protagonists in the Grand Theft Auto series, and after some of those names, there are the words 'R.I.P.' or something similar. Is this a way of confirming that the GTA3 timeline is over, or will you bring it back someday?"
(R*)A:"This was a little joke for fans of the series. The Grand Theft Auto III timeline is not necessarily over - but it is a different world to Grand Theft Auto IV - only the branding and certain radio personalities exist across both worlds. The reason for this was that we felt Grand Theft Auto IV was a high-definition experience and required different kinds of characters. That - and the fact that most people from the previous world are dead.

Mhmm. Not only did Rockstar not admit to killing off any of the characters (IE: Tommy), they also admitted that the GTA 3 era/timeline isn’t necessarily over….. So there you go, it’s entirely possible that this GTA5 era could also take place within the GTA 3 era. Older man could be Tommy, from Vice City. It’s not impossible. However, I don't believe he is the protagonist, just a mission giver. So then who’s the protagonist? If it’s not the white older male, who is more than likely Tommy, then who is it?

The narrator for GTAV says:
"Why did I move here?... I guess it was the weather."
If you don't remember, in GTA Vice City, Tommy couldn't go to certain areas due to bad weather conditions.

Obviously the narrator did things in the past that warranted him as a "bad guy". Tommy had loads of money after Vice City. Not only did he basically take the place over with his mobster empire, however he also had his money printing business as well.
